Help at Home in Texas

Learn about Texas programs and options that may help with everyday tasks at home.

What help may be available?

Personal Assistance Services (PAS) help with daily activities such as bathing, dressing, meals and household tasks. Programs such as CAS and STAR+PLUS may help eligible Texans receive this support.

Each program has eligibility requirements. Services and availability vary. Contact the program or your health plan to learn more.

Community Attendant Services (CAS)

CAS offers help with daily activities at home for people who meet program requirements.

CAS provides attendant services, not full medical insurance.

How to ask about CAS

Call Texas Health and Human Services (HHSC) at 888-241-1570.

Enter your ZIP code to reach your local community care office. Ask about Community Attendant Services.

STAR+PLUS

STAR+PLUS is a Texas Medicaid program for eligible adults who have disabilities or are age 65 or older. It may include help with daily activities at home.

Being 65 or older does not automatically qualify someone.

For STAR+PLUS members

Call the number on your health plan card. Ask for a service coordinator and talk about the help you need at home.

Primary Home Care (PHC)

PHC may provide help with personal care and daily tasks at home for people who meet program requirements.

Family Care

Family Care helps eligible adults with personal care and daily tasks at home. There may be an interest list before services become available.

Community First Choice (CFC)

CFC is a Medicaid benefit for people who meet its requirements. It may provide help with daily activities and support to learn or maintain everyday skills.

Ask your Medicaid health plan or service coordinator about CFC.

Consumer Directed Services (CDS)

CDS is an option for managing approved services—not a separate program. If available through your program, you or an approved representative can hire and manage your attendants.

Ask your service coordinator or case manager whether CDS is an option for you.

Find local program information

For PHC or Family Care, call HHSC at 888-241-1570. Enter your ZIP code to reach your local community care office.

For help finding the right local services, call an Aging and Disability Resource Center (ADRC) at 855-937-2372.

Hushmail provides and hosts my secure contact forms. Your answers and uploaded files go directly to Hushmail for delivery to me; they do not pass through or get stored on this website’s server. Hushmail’s privacy policy applies to those forms.

The separate notary quote form sends your contact details, appointment preferences, and any notary documents to this website. I review them in my private admin workspace. The site also arranges email notifications about your request. Do not attach medical records or copies of your ID to the notary form.

Use text and WhatsApp only for general questions and scheduling. You may voluntarily send documents relevant to your care question or consultation through the Hushmail document form. Share only your own information or information you are authorized to send. I am the sole reviewer of those submissions.

I use first-party technical access logs to understand website use and troubleshoot problems. For public page requests, my site records the time, page, response status, server handling time, browser and device type, operating system, referring website’s domain, and any network IP address, country or request reference supplied by the host. I can review and export these details in my private admin workspace. An IP address does not identify a person, and host-supplied details are not independently verified.

Detailed access records older than 30 days are removed when new traffic is recorded or I open a traffic report. Daily page-request totals are kept for 90 days and cleaned up as traffic is recorded. These logs exclude form answers, documents, cookies, URL query strings, full referring URLs, raw browser headers and resource search terms. I do not connect the logs to the ZIP codes or categories used in resource searches.

I also keep daily totals of selected button and resource-link clicks, approximate active time while pages are visible, and how far pages are scrolled. These engagement totals contain no visitor identifiers, IP addresses, typed text, form answers, documents or search terms. This measurement creates no analytics cookies, session recordings or third-party trackers, and is not linked to individual access logs, forms or searches. Totals older than the current and previous 29 Dallas/Central calendar days are deleted when new engagement is collected or I open an engagement report. A non-personal first-collection date is retained. These signals do not prove that someone read or understood a page, and repeated or automated activity can affect the totals.

To understand community needs, I separately keep historical search totals grouped by day, five-digit ZIP code or city and state, resource category, language and search outcome. These grouped totals contain no IP addresses or visitor identifiers. I use locally hosted fonts and images, add no advertising trackers or session recording, and do not sell these traffic or search records. Hosting providers may also process their own technical access logs.
